HIGHER EDUCATION INSTITUTIONSíCAPACITY BUILDING PROGRAMS FORLOCAL GOVERNMENT UNITS: Assessmentand Directionsfor Reform

Abstract
This study examines the contribution of Higher Education Institutions (HEIs) in local governance by investigating the customized HEIsí LGU-CB
Programs. The case study method was used to analyze the CB programs of HEIs and juxtaposed with the knowledge and skills needs of the local
government unit (LGU). The study concludes that HEIs, in partnership with local governments, are able to provide a true essence of capacity
development for LGUs through the convergence of theory and practice, a basic feature of the town and gown principle. HEIs have already in fact created a
niche as the main capacity building resource for local governance competency requirements of LGUs.This paper recommends to strengthen the role of
HEIs in the delivery of capacity building programs for LGUs through creation of a Center for Local Governance and continuing dialogue and
communication with the client LGUs.
